Plymouth Northeast Transit-Oriented Development Plan (2040 Comprehensive Plan Amendment)

This Transit-Oriented Development Plan serves as a formal appendix to Plymouth Forward 2040, the City’s adopted Comprehensive Plan. It builds upon the goals established in that document, particularly Wellbeing Goal 2, which calls for access to all modes of transportation, including high-speed rail, and translates them into actionable strategies for the Northeast Neighborhood. Where the Comprehensive Plan establishes Citywide vision, this appendix provides an area-specific framework needed to guide development around the proposed Midwest Connect station and US 31 Interchange. Upon adoption by City Council, its recommendations carry the same policy weight as the parent plan.
